FOR A JOINT MUNICIPAL WORKS FACILITY

Project Objective The Highway Department of the Town of Newstead and the Public Works Department of the Village of Akron are operating in antiquated, inefficient, and undersized facilities. The municipalities retained Wendel Duchscherer to provide a Feasibility Study to investigate the feasibility of creating a functional, cost-effective Joint Municipal Works Facility.
Solution Wendel Duchscherer developed a Facility Concept Design Alternatives Plan outlining:
▪ Pedestrian and vehicular access circulation.
▪ Operation areas, both separate and combined.
▪ Opportunities for innovative technologies, including energy efficient mechanical systems, Computer Maintenance Management System, Geographic Information Systems, and cost accounting systems.
A Site Selection Process analyzed three sites for comparison. Evaluation included snow plowing route, surrounding neighborhood impacts, environmental review, and access for vehicles and pedestrians.
A Concept of Operations for both capital and operational cost sharing strategies was developed identifying functional requirements and the level of shared use per work area/type.
