POSTED 10-28-2025 In 2023, Governor Kathy Hochul and the New York Power Authority (NYPA) launched the Decarbonization Leadership Program, a comprehensive initiative to reduce carbon emissions from New York’s largest emitters of greenhouse gases. The greenhouse gases from these fifteen facilities represent 40% of New York State’s emissions. The program focuses on developing detailed energy and emissions profiles and decarbonization action plans for state agencies. It supports the objectives of New York’s Climate Leadership and Community Protection Act, which aims for a zero-emissions electricity sector by 2040. The program emphasizes decarbonization efforts for various entities, including state offices, psychiatric centers, and higher education campuses, to promote innovative technologies and create sustainable jobs. As state facilities implement these recommendations, New York will lead in climate action and ecological responsibility for future generations. Wendel has been a leader in the development, design and implementation of beneficial electrification projects. We have been selected by NYPA for the development of decarbonization master plans for six of the state’s largest carbon emitters. We are also tasked with installing geothermal test wells at the 15 state entities that account for more than 40% of the state’s building emissions.
