Wendel helped the Town of Lockport Water District complete a multi-year program to modernize its water system, replacing aging pipes, upgrading valves, and improving resiliency. These upgrades enhanced safety, reduced service disruptions, and ensured reliable water service for more than 20,000 residents.

The Town of Lockport Water District serves more than 20,000 residents through over 6,100 connections, sourcing its water from the Niagara County Water District. In 2014, to address aging infrastructure and improve reliability, the Town adopted a $14.1 million Capital Improvements Plan to guide upgrades across the water distribution system.

The first improvements replaced thousands of feet of aging pipe, upgraded Pressure Reducing Valve pits, and included a leak detection survey to pinpoint problem areas. A major highlight was the installation of 17,400 feet of new 10-inch PVC waterline along a busy commercial corridor with new fire hydrants and valves to enhance safety, reduce service disruptions during maintenance, and improve system resiliency.

Subsequent work replaced more than 40,000 additional feet of waterline using open trench and horizontal directional drilling. Temporary water services maintained supply during construction, while ongoing public outreach informed residents and businesses about scheduling, driveway access, and water shutoffs. In 2019, another 21,600 feet of aging pipe, including a critical crossing under the CSX Railroad, was replaced. Early coordination with CSX helped ensure the project stayed on schedule and proceeded safely. The next phase, currently underway, will replace roughly 3,000 feet of waterline that has experienced frequent breaks. It also includes new meter pit interconnections with the Niagara County Water District to add redundancy and improve maintenance capabilities.

Through these multi-year upgrades, the Town of Lockport is modernizing its water infrastructure, improving reliability for residents and businesses, and safeguarding the long-term health of its system.
