Clinton County owns and operates 12 county buildings totaling 622,000 square feet. The County was interested in reducing annual energy and operating costs, while strategically implementing capital improvements to maximize energy efficiency and reduce the County’s carbon footprint. The County selected Wendel for a Guaranteed Energy Savings Contract to provide design, material procurement, installation, construction management and grants administration services for the turn-key installation of various energy related building improvements at several County facilities, consisting of:
• County Jail
• Emergency Services
• Highway Department
• Mental Health and Addiction Services
• Public Transit
• Social services
• Probation Building
• Surrogate Building
• County Airport and Adjacent Buildings

Wendel first assisted the County in evaluating targeted energy measures throughout the Counties facilities. Wendel’s NYSERDA FlexTech contract was utilized to obtain a 50% cost shared grant for the comprehensive energy audit. From the audit, 30 energy related building upgrades were selected for design and construction under the NYS Energy Law – Article 9, with guaranteed energy savings.

Energy measures that were studied, designed and installed included:
• LED Lighting and Controls
• Building Control Systems Upgrades to HVAC Units, Pumps, Kitchen Exhaust
• Infrared Heater Installations
• Boiler Replacements
• Roof Replacements

The above energy improvements will result in an annual energy savings of $116,951, 1,038,388 kWh’s in electrical energy consumption, 2,014 in electrical demand, and 3,052 mmBtu in fossil fuel savings, resulting in an environmental savings of 275 metric tons of CO2e per year.
