The county identified a need to consolidate services that were located in several facilities, some of which are no longer owned by Orleans County. Certain departments occupied physical spaces that were no longer sufficient for their needs and it was determined that additional space was required.

Wendel proposed to first provide programming services in a condensed, in-depth series of sessions with key personnel through our Immersion process. This involved a series of meetings between architects and engineers from multiple disciplines and various department heads, administrative staff, and legislators.

After an initial two-day work session, Wendel was able to provide a more detailed space analysis identifying which departments would require space in a proposed 23,000square foot addition, as well as determine required square footage, key adjacencies, access and security requirements, and operational workflow criteria.

Additionally, Wendel was able to identify major design goals to provide a civic structure that would uphold the principles and sensibilities of the population of Orleans County. Exterior design options, developed collaboratively between the Wendel team and county, focused on site context and traffic flow, use of appropriate materials, and daylighting interior spaces as a means of ensuring high-quality space for the government and people of Orleans County.
