The City of Petersburg retained Wendel to assist with site selection and design for a new Intermodal Transit Center to replace an outdated, inefficient on-street pulse transfer hub and support expanding transit services in the region. The resulting facility offers a modern, safe, and efficient transit experience, featuring a transit center building with interior waiting areas, ticket counters, passenger amenities, retail space, a police substation, and public gathering areas. The center accommodates a diverse fleet including twelve Petersburg Area Transit and Greater Richmond Transit System buses, three Greyhound buses, three taxis, three paratransit vehicles, a trolley, and two automobile drop-off and pick-up lanes.

Designed for improved operational flow and safety, the project incorporates one-way bus movement that enhances route flexibility and pedestrian protection, along with canopy-covered transfer platforms to shelter passengers from the elements. The center is further equipped with information kiosks, security cameras, lighting, and bicycle racks with lockers. Surrounding site improvements include upgrades to adjacent streets, a public park, a “green spine” pedestrian walkway, and a buffer wall to protect nearby historic residences. Dedicated administrative spaces for Petersburg Area Transit and Greyhound are also integrated within the design.

As part of the project, Wendel prepared an Environmental Assessment in accordance with the National Environmental Policy Act, working closely with the Federal Transit Administration as the lead agency.
