Surface Transportation Program Manager

Wendel is currently seeking a Program Manager to oversee the Surface Transportation Group out of our Williamsville, NY headquarters. This leadership position has the critically important role of coordinating project work with our civil/transportation leaders and technical team while expanding our bridge structural services. Responsibilities include scheduling of project teams, coordinating team commitments and deadlines, managing the groups utilization, technical training, quality, mentoring and coaching of technical professionals.

Responsibilities

Leadership & Management

  • Coordinate project work with civil/transportation leadership and technical staff to ensure seamless delivery.
  • Oversee the growth, development, and daily management of staff.
  • Manage scheduling, commitments, and deadlines across multiple projects.
  • Monitor group utilization, provide technical training, and maintain quality standards.
  • Mentor and coach technical professionals to support career growth and retention.
  • Represent the Surface Transportation Group to corporate management.

Technical & Project Delivery

  • Serve as engineering lead for bridge, culvert, and related structural projects.
  • Oversee asset evaluations and support long-term capital planning.
  • Design, manage, and advise on transportation infrastructure projects from concept through construction.
  • Provide technical support to utility staff in critical situations.
  • Ensure compliance with NYSDOT, FHWA, and other applicable standards, including the NYSDOT Project Development Manual and LDSA Guidelines.

Client & Business Development

  • Act as a trusted advisor to established transportation clients.
  • Support business development efforts by identifying and securing new project opportunities.
  • Assist in proposal preparation and contract negotiations.
  • Maintain involvement in professional societies and industry events to expand visibility.

 

Required Qualifications

  • Bachelor’s degree in Civil Engineering.
  • Professional Engineer (PE) license required.
  • 15+ years of civil/transportation engineering experience, including 10+ years in project/program management.
  • Minimum of 10 years in bridge engineering, with experience on NYSDOT LDSA, BridgeNY, and Design/Bid/Build projects.
  • Familiarity with various funding sources, such as LAFA.
  • Proficient in MS Office, drafting software (CAD/Revit), and applicable bridge/transportation design tools such as SAP2000.
  • Valid driver’s license and ability to travel to job sites and client meetings.
  • Willingness to travel overnight occasionally.
  • Capable of working independently with minimal supervision.
  • Proven team leadership, management, and mentoring skills.

  • Experience with EBO compliance and reporting.
  • In-depth knowledge of NYSDOT and FHWA standards.

Salary range

$110,000 – $155,000

The Site Development Program Manager will lead the growth, management, and execution of site development projects across multiple markets. This role blends business development, client relationship management, technical oversight, and people leadership to deliver successful outcomes. The Program Manager will be responsible for building and managing a portfolio of projects, mentoring staff, and driving the technical and operational excellence of the Site Development group. This position is open in our Williamsville, Buffalo, and Rochester NY offices.

Responsibilities

Program & Project Management

  • Lead the planning, design, permitting, and construction administration of site development projects, including grading, drainage, utilities, roadway access, and stormwater management.
  • Oversee multiple projects simultaneously from concept through completion, ensuring scope, schedule, budget, and quality targets are met.
  • Coordinate with internal disciplines (architecture, structural, MEP, environmental) and external consultants to ensure integrated project delivery.
  • Serve as an engineer experienced in working on projects led by a practice area outside of engineering, acting as an integral part of the project team. Champion a project or portfolio of projects within your home practice area, ensuring technical excellence and alignment with overall project goals.

Client & Business Development

  • Serve as the primary point of contact for key site development clients.
  • Identify, pursue, and secure new business opportunities in both public and private markets.

Technical Leadership

Wendel is currently seeking an experienced Site/Civil Engineer. In this capacity, you will collaborate with our site development services group to effectively oversee and guide all technical aspects of site improvement projects across local, state government, private, K-12, Higher education, and transit sectors. The ideal candidate will be able to successfully execute projects through to completion utilizing all available resources.

We are seeking a candidate who possesses a thorough understanding of site plan design who is proficient in utility design, grading, drainage, stormwater management, hydraulic calculations, NYSDEC, MS4 stormwater regulations, comprehensive plans, zoning regulations and is familiar with the land entitlement process including State Environmental Quality Review (SEQR).

Responsibilities

  • Perform and lead technical site discipline assignments such as research, report creation, design, and specification/plan preparation to guarantee the most effective and economical completion of assigned projects.

Renewable Energy Site Engineer

Wendel is currently seeking a Civil Engineer to work with our Renewable Energy services group, providing support on Civil/Site design for Solar, Battery Energy Storage and other renewable energy projects in the Northeast. We are seeking someone with a strong knowledge of design, production, and implementation of Renewable Energy development projects and Civil/Site projects. Experience with Site plan design, grading design, and stormwater and hydraulic calculations are a plus, as well as familiarity with State Environmental Quality Review (SEQR), Department of Environmental Conservation stormwater permitting, and code review.

Responsibilities

  • Perform site visits for project feasibility.
  • Assist with preliminary site layouts.
  • Develop comprehensive solar designs including Site plans, structural drawings and engineering calculations.
